A California city is considering a new approach to help people without homes who refuse shelter.  Under a new proposal, those declining shelter will receive a warning, and after three refusals, they could face arrest.

San José Mayor Matt Mahan wrote in a Medium article many people rejecting shelter may struggle with long-term homelessness, mental health issues, or addiction.  He says trespassing laws would be a last resort, directing those charged to a health-focused court for treatment options instead of jail.
